GateChain升級機制:
GateChain升級共識協議版本，參與共識的節點若使用了新版二進制出塊，就會對全網升級發起投票，至某一輪出塊後投票數超過閾值，全網採用新協議共識。此時，若仍有共識節點未升級至最新，則該節點無法繼續參與共識。
